What is fair? Redistributed income is fair in the eyes of the poor, but not in the eyes of of those paying the bill. Meritocratic income is fair in the eyes of of people who earn the money, but not in the eyes of those who live on the margin. What is fair - or is there a middle ground? Congess must decide if we are to balance the budget.
