A Message from Mike Rilee, State Director - District 19
June was a great month for self-governance in Maryland! We learned a lot and made many new friends as COSA-MD volunteers came together to welcome COS Action President Mark Meckler to our "Liberty Rising" rally in Prince Frederick Maryland! About 180 patriots came out on a beautiful evening at the Old Tobacco Barn to hear Mark and Maryland volunteers speak about our central role in American government.
While our COSA President was here, he sat down with the Sponsor of the COS Application in the House of Delegates Mark Fisher (MD HD27C) for a podcast that is one of the finest "living history" interviews I have ever heard!
Under the direction of Regional Captain Jim McQueen, leaders from the COSA Southern Maryland Region demonstrated excellence with their hospitality. Leaders from across the state showed exceptional teamwork and dedication coming together to prepare for this major event. The Communications Team put together and executed a top notch plan to get the word out.
A major accomplishment was achieved by our Media Liaison Nichole Weakley and Comms Coordinator Maria Bedard who, working closely with the COS National Media Team, secured a live interview on "O'Connor and Company" on WMAL about the Convention of States and "Liberty Rising," which got our message out to hundreds of thousands of DC-area listeners and beyond.
COSA-MD leadership remained busy, as leaders from across the state gathered on June 18th at Greenmount Station in Hampstead for our Annual Strategy Meeting to prepare the way to the 2023 Maryland Legislative Session. We were especially grateful that COS Blue-States East Regional Director Monica Sellars drove in from Ohio to attend.
At the Hampstead meeting, we paused to celebrate the dedication and initiative of volunteers who showed exceptional achievements reclaiming self-governance in Maryland. As a token of our recognition and esteem, COSA-MD awarded the symbolic Patriot Pins to these 21st Century Patriots.

Special accolades go to William Zwart for stepping into the role of District Captain for District 36 where he will be picking up the reins from Coley Brown, who will be leaving the state, but not the cause. Thank you Coley for your service and guidance that has helped COSA-MD grow!
There is not enough space here to properly express the gratitude deserved by our volunteers and leaders. Please be assured that we value all of our Patriots and their efforts to reclaim self-governance!

Spotlight on Team Maryland: Meet Mary Jane Perraut, District Captain (Districts 16,17,18)
My name is Mary Jane Perraut, and I am the District Captain for District 18. I received a letter in the mail in the spring of 2021 and signed the petition in June 2021. I learned more about COS from Steve Patten and became a Volunteer Activist. The more I learned through the COS University, the more motivated I became to volunteer.
What caused my passion to make a difference through an Article V Convention of States?
It was a calling that emerged after the 2020 Election. Was our election honest and fair? The country was moving in the wrong direction. Our freedoms slipped away when during the pandemic the government could pick the winners and losers by keeping box stores open while closing small businesses. The government closed our churches but kept liquor stores and massage parlors open. The news media have become biased and report untruths in unison. Josef Goebbels would be proud. He said, “If you keep repeating the lie often enough, it becomes the truth.” Critical race theory was introduced into my work at a local private elementary school.
As a lifetime Montgomery County resident, I took my freedom for granted but my eyes are open now. There was a need for a volunteer to help with follow-ups after someone signed the petition in districts with no leadership. This was a great way to get more familiar with COS and speak to patriots who also agree with the problems in the country. It was sobering to hear from first-generation petition signers who had lived under communist oppression and explained how they see signs of it creeping into the USA. This motivated me, even more, to help with local elections and spread the word about COS.
In December 2021, I took charge of District 18 as a District Captain. I sent an email to all 200 petition signers in the district and then announced our monthly meetings to be held at a local library. At my first meeting, only one volunteer came. At the second meeting, two volunteers came and it’s gradually growing. We are participating in events throughout Montgomery County to spread the word.
In my heart, I believe that once people hear about the COS and understand it that they will sign the petition. Are you feeling the same passion for saving the country? Then, join the Maryland Team. We welcome you with open arms.
