On March 3rd and March 14th, 18 Marylanders testified in the House of Delegates and the Senate respectively in support of an Article V Convention of States. You can watch their compelling testimonies by selecting the links with their names below.
Jim McQueen is the Southern Maryland Regional Captain. Jim has acquired almost 18,000 petition signers since he joined Convention of States Action in 2021.
While visiting the Capitol in Annapolis, Convention of States volunteers discovered this document on display in the House of Delegates. Jim used it as inspiration for his testimony to the Senate - he simply read the document to the Committee members.

The Civil Rights Amendments
The Founding Fathers knew the United States Constitution was an imperfect document and thus allowed for corrections to take place in future times when society would accept the inalienable rights of all citizens.
Article V of the U.S. Constitution outlines the process of amending the Constitution.
Using Article V, The U.S. Constitution was amended by future acts of Congress to include the following five Civil Rights Amendments. With these Civil Rights Amendments, the rights of all United States Citizens to political and social freedoms in society and under the law are guaranteed, now and forever, the the United States Constitution.
13th Amendment: Abolishes Slavery, 1865
14th Amendment: All born and naturalized are citizens of the United States, 1868
15th Amendment: All Citizens have the right to vote, 1870
19th Amendment: Women have the right to vote, 1920
24th Amendment: There will be no poll or property tax required to vote, 1964

This is a perfect example of using the Constitution to fix the Constitution.
This document is also on display in the Rotunda of the National Archives in Washington, D.C.

An Article V Convention of States as proposed in SJ1 and HJ2 is the solution to protecting our Civil Rights of self-governance. There are 30,500 Marylanders that have signed the petition and expect a vote on the resolution by the Committee for a full debate on the Senate floor.
The legislative session is ending soon - we are hopeful our resolution will be voted on this session so that it can be debated in the full House and Senate.
