Congressman Chip Roy replaced Speaker of the House Mike Johnson as chairman of the House Judiciary Subcommittee on the Constitution and Limited Government on Thursday, issuing a powerful call for his fellow members to “unapologetically” champion the cause of liberty and fundamental rights.
“I am grateful for the opportunity to lead the House Judiciary Subcommittee on the Constitution and Limited Government,” said the representative from Texas, emphasizing the committee’s role in pushing back against “the excessive size and scope of government, statist international organizations, and powerful corporations with unprecedented access to information and influence.”
According to its website, the committee is committed to handling issues regarding federal jurisdiction, including “constitutional rights, constitutional amendments, Federal civil rights, voting rights, [and] claims against the United States,” among other issues. Serving as chair of the committee last year, Mike Johnson, a longtime advocate for Convention of States, hosted a hearing on Article V, raising awareness about this crucial issue.
Roy, an official Convention of States endorser, has also spoken out publicly about the need for an Article V convention.
"I wholeheartedly endorse the Convention of States Project,” he stated. “Washington is broken, and the people–through their respective states–must reassert their power and primacy in our federalist system.”

Notably, this shakeup in leadership comes on the heels of weeks of reported tension between the two men, with Roy raising the possibility of removing Speaker Johnson from his position due to him cutting a spending deal with Democrats. Despite the perceived disagreement, however, Johnson clarified, “Chip and I agree on spending. We’ve got to dramatically reduce it, and I have a long record… of trying to cut spending.”
With the federal debt recently surging past $34 trillion, cutting back on government spending remains a top priority for many Convention of States supporters, not the least of whom include Roy, Johnson, and other congressional leaders, who see it as an unfair threat to future generations.
“We must work overtime to preserve the fundamental rights of all American citizens enshrined in the Constitution and unapologetically advance the cause of human freedom,” the new chairman urged his committee members. And while advocating for federal reform from within the government is important, both men ultimately recognize that the “most effective strategy for meaningful political change lies with the grassroots.”
Indeed, as Rep. Roy put it, “The path to saving America is not coming from Washington but from the people.”
