The agonizing 2021 Virginia General Assembly session has finally ended. Now what? First a recap.
CTA: Sponsors for our Resolution
In December 2020 Delegate Ronnie Campbell filed the Convention of States resolution (HJ516).
Immediately the call-to-action (CTA) was sent for COS Virginia supporters to ask their state legislators to sponsor our Article V application.

CTA: House Rules Committee
In January, statewide communications were sent to our supporters to contact the House Rules Committee members and ask them to send our COS resolution to the House floor for a vote.
You heard the call and responded!
CTA: New General Assembly Public Commenting Site
Meanwhile, members of the COS Virginia leadership discovered a brand new function on the Virginia General Assembly's website, where the public could leave comments on legislation.
Text blasts were immediately sent to all COS Virginia supporters with a link to that website.
The response was phenomenal.
Within hours over a hundred well-articulated comments were made for HJ516, more than any other other piece of legislation. The page for HJ516 has since been removed.
Crossover Day
On February 5, Crossover Day came and went. HJ516 died in committee. Did this signal the end for COS Virginia? Absolutely not. We are resilient, and so are you.
Record-Setting Grassroots Growth
During the impressive CTA response, Convention of States Virginia was happily deluged with record-setting growth.
Primarily through radio spots and Social Media Warrior outreach, Virginia gained 1,410 petitions and 78 volunteers!
This amazing growth activates our leadership team: sending emails, texts, and phone calls of thanks to our petition signers and volunteers.
District Captains Double in Virginia
Over 20 of the new volunteers specifically applied to our most important role: District Captain. Some were onboarded in a matter of a couple of days. Many have immediately begun growing the grassroots.
Our goal is to have a District Captain in each of our 100 house districts, growing their individual teams to 100 active volunteers. (COS co-founder and constitutional attorney Michael Farris explains that strategy here.)
Shelby Hood (one of our new District Captains) has been busy meeting with the grassroots all over the Tidewater region. Shelby also made this signboard promoting Convention of States.
