HCR40 in 2012 was not COS but was an Article V for a balanced budget. That passed.
COS started in 2013.
SCR4 in 2016 passed COS resolution in the Senate, but died in the House. The Senate amended the language to just fiscal restraints. The House remembered that HCR40 had already passed for a balanced budget so killed SCR4 as a duplicate.
HCR5 in 2017 was ITL (Inexpedient to Legislate) because they were afraid there were many topics to cover, leaving door open to too many difference changes to the Constitution. They were afraid Congress would be in charge of the convention once called.
HCR10 in 2018 was ITL because they wanted an Article V for each topic separately- not the 3 topics in the COS Resolution presented but 3 different HCRs.
HCR1 in 2021- had the wrong words written when presented in the Resolution, was told they could change it in committee, and then was denied the ability to change the wording. It was ITL because the committee felt that the Federal Government ignores the Constitution now, so using Article V would put the Constitution at risk. They felt that the problem is Congress ignores the Constitution.
Congress does follow the Constitution, as interpreted by the Courts. We follow all amendments thus far, so amendments do work.
