The New Hampshire Convention of States (NH COS) team was recently instrumental in halting a bill that would have rescinded an Article V convention of states resolution that passed in the New Hampshire House of Representatives on May 30, 2012.
The bill, HCR 9, was introduced by Republican state representative Nikki McCarter of Belknap on January 3, 2024. It was entitled "Rescinding the application to the Congress of the United States of America to call a convention pursuant to the terms of Article V of the United States Constitution."
Regional Director Haley Shaw was joined by NH COS State Director Al Brandano, State Veterans Coalition Director Bob Hanson, and District Captain John Luce, each of whom traveled to Concord on January 19 to testify against HCR 9.
New Hampshire state representative from Rockingham JD Bernardy, who served as a commissioner to the COS simulation in Williamsburg, spoke against the bill, as did Rep. Tim Cahill, also of Rockingham.
Representatives from the groups US Term Limits and Wolf PAC also spoke against the measure.
"Fear of a runaway convention was the driving force for this resolution," said Haley. To that end, representatives of the John Birch Society and the organization Camp Constitution testified in favor of recission.
However, the committee voted the measure “Inexpedient to Legislate” by a vote of 14-6. The effort to rescind failed.
Kudos to the New Hampshire team for their nimble response in combating one of the major myths about Article V and convincing the committee to reject recission!
