"Rock, Chalk, Jayhawk" is the deafening chant that is heard early and often in Allen Fieldhouse on the campus of the University of Kansas during college basketball games.
Well, chalk up another victory for COS in Kansas.
Today, February 13, the Kansas Senate Committee on Federal and State Affairs approved the COS resolution calling upon Congress to call an Article V convention -- Senate Concurrent Resolution 1604 -- by voice vote.
The Kansas legislature had previously approved a COS resolution with majority votes in both the House and Senate. Yet a peculiar and controversial Kansas legislative wrinkle known as the “Roe Rule” (introduced in 1974 to guarantee abortion rights) requires a two-thirds supermajority for Article V convention bills, which prevented final passage.
Undeterred, the Kansas COS team saw to it that the COS application was reintroduced. Testimony was heard in committee earlier this month on February 3.
