The Convention of States (COS) movement has long relied on grassroots leadership and the dedication of citizen volunteers to advance its mission of restoring self-governance through an Article V convention. In a significant development for both COS and the veteran community, Navy Veteran and long time COS Hawai'i leader Brett Kulbis has assumed the duties of National Veterans Coalition Director—a role that promises to elevate the voices and concerns of America’s veterans within the movement. A Veteran’s Oath the Guiding Principles in Civic Duty and Leadership
Brett’s military background is not just a line on his résumé—it is the foundation of his approach to leadership and advocacy. Having sworn an oath to support and defend the Constitution of the United States against all enemies, foreign and domestic, Brett carries this solemn commitment into his work with the Convention of States. A 26-year Navy veteran based in Ewa Beach, Hawai'i, Brett has been a prominent figure within the COS Hawai'i team for years. His military background, combined with his extensive grassroots activism, uniquely positions him to lead and inspire veterans across the nation.
Brett has played pivotal roles in COS Hawaii’s growth, from organizing petition drives and legislative outreach to coordinating major events. He has been a consistent presence at state capitol visits, leadership summits, and community engagements, helping to build a robust network of supporters and volunteers.
A History of Grassroots Leadership
Brett’s leadership style is rooted in collaboration and action. As Hawaii’s State Grassroots Coordinator, he has helped foster bipartisan support for the COS resolution in the state legislature and has represented Hawai'i at national COS events, including the Grassroots Article V Experience at the Patriot Academy Campus in Texas and regional summits in California. His ability to connect with people from all walks of life, especially fellow veterans, has been instrumental in expanding COS’s reach and impact.
