Capitol Roundup: The No. 1 Tip to Advance Convention of States in Minnesota

Pumped up and freshly pinned with official Convention of States buttons, groups of COS supporters made their presence known at the Capitol in St. Paul last week.

We sat in on committee meetings, met with representatives and passed out flyers advertising our March 15th rally—all in an effort to advance our COS resolution HF 2690 out of committee and onto the House floor for a vote.

But not knowing the ins-and-outs of the process, a few of us were shocked to learn:

  • Just because a resolution is assigned to a committee, that doesn't mean it will get a hearing.

  • If our resolution doesn't get a hearing, it will die in committee. The process of getting a committee assignment would start over again the following session.  

We were fortunate to catch some time with HF 2690 co-sponsor Rep. Cindy Pugh (33B), who explained that during each session there are many hundreds of resolutions representatives must each sort through. And much of the time, a resolution will get a hearing based on whether committee members feel it's an important issue to their constituents.

She reiterated what we've heard from several other representatives. The number one tip in getting a hearing on a resolution and ultimately onto the House floor for a vote is for resolution supporters to contact their legislators.

Many representatives have told us that so few constituents ever contact them, it makes a big impact when someone does. 

Be the One to Make the Big Impact.

Contact your legislators, whether through email with a follow up phone call, or vice versa. Setting up a face-to-face meeting is especially influential. Let them know you support COS resolution HF 2690 and urge them to do the same.
