Congress and its bureaucrats will never limit their own power. They will continue to spend irresponsibly and take over policymaking in areas like education and commerce–issues that should be left to the states and local governments. The only way to correct this is from the outside–and the states have the power to do it through Article V of the Constitution.
It’s time that North Carolina joined with the 19 other states planning an Article V meeting to propose constitutional amendments that will put the brakes on the federal government.
WHAT IS A CONVENTION OF STATES?
135 years ago, our Founding Fathers gave us a solution as big as the problem right here in Article V of the Constitution, and it's called a convention for proposing amendments.
"The Congress, whenever two thirds of both houses shall deem it necessary, shall propose amendments to this Constitution, or, on the application of the legislatures of two thirds of the several states, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when ratified by the legislatures of three fourths of the several states, or by conventions in three fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; provided that no amendment which may be made prior to the year one thousand eight hundred and eight shall in any manner affect the first and fourth clauses in the ninth section of the first article; and that no state, without its consent, shall be deprived of its equal suffrage in the Senate."
Article V of the U.S. Constitution is the peaceful, constitutional solution that empowers the states to propose amendments that impose needed reforms on an overgrown, overreaching federal government.
WHY CALL A CONVENTION OF STATES?
It's simple: to bring power back to the states and the people, where it belongs. Congress and its bureaucrats will never limit their own power. They will continue to spend irresponsibly and take over policymaking in areas like education and commerce–issues that should be left to the states and local governments. The only way to correct this is from the outside–and the states have the power to do it through Article V of the Constitution.
We're halfway to our 34 state goal, and North Carolina can be a part of this change for 2023 by adopting the COS resolution during this legislative session.

The Tenth Amendment sets forth an important principle of our constitutional system: that powers not delegated to the national government are reserved to the states and the people. Article V’s convention process is the process given to the states to enforce that principle. It’s high time we used it.
