Legislative Activity

Here’s a quick glimpse at just some of the impressive victories already secured in 2025:  

Kansas — Senate Floor Vote — Passed 29-11 (over a supermajority!)
Wyoming — Senate Floor Vote — Passed 22-7 (over a supermajority!)
South Dakota — Senate Floor Vote — Passed 23-9 (over a supermajority!)
Idaho — House Judiciary & Rules Committee — Passed with a vote of 8-7
Iowa — House State Government Committee — Passed with a vote of 13-10
New Hampshire — House State-Federal & Vet Affairs — Passed with a vote of 10-7

In an unexpected victory for the Treasure State, the Montana House Business & Labor Committee, which previously tabled our resolution, voted 11-9 to advance House Joint Resolution (HJR) 5, the COS application for an Article V convention.

The bill, which parallels resolutions passed in 19 other states, notes that “the founders of our Constitution empowered state legislators to be guardians of liberty against future abuses of power by the federal government.” It calls upon the state legislature to address the “crushing national debt” and other issues of federal overreach by joining the growing state-led movement to rein in Washington, DC.

The committee voted on Monday to reconsider the measure, which it swiftly passed without debate.  Watch the hearing here! 

And we’re not done yet. As our legislation continues to progress across the nation, many states are preparing for additional votes and legislative activities in the weeks ahead.

those activity reports are available to communicate to our donors all the great work each of you are doing out there in the trenches!  It only takes a second to file an activity report on your phone or computer.  And for those District Captains reading this, we need to strive for 100% activity in Citizen Builder!  

Congratulations, South Carolina and Texas for gaining 2 new DC's and Florida for gaining 1!  We all know the challenges in making this happen!!

Leaders Launchpad is open for applications thru Aug 1st.  If you are not familiar with this program, it is a state version of the Emerging Leaders!  We need your young people to join us and learn what we are all about.  Have to build the leaders for our future!


We still need your star team members videos from your state as we revamp COSU to make it more current, and timely.  Nothing better than Grassroots teaching Grassroots!!  Send us your videos even if you aren't sure we can use them, we will use them for one format or another! In case you are wondering what to put in those videos, a man on the street review of a booth set up, how to get a petition signed, how to set up a district meeting, short 3-5 minute videos of you doing what you do every day!

We still need your prayers for Texas as they work with the Texas Public Policy Foundation to drive passing of the new resolution that will effectively end the Sunset Clause.  (HJR98 is the bill. The Senate has added a companion bill SJR 54).  The bill was heard in the State Affairs Committee last week, we are hoping for a vote this week.  if you missed the live hearing, you can catch it here.

Physicians for COS

The diagnosis is clear.

We have a growing cancer today known as the Obamacare. As a result physicians are no longer free to practice medicine.

No profession feels the full force of the federal government more than physicians. The medical profession is the most highly regulated profession in the United States. The practice of medicine is controlled, taxed, and regulated to the point of being destroyed by the heavy hand of the federal government.

Physicians are told how to bill, how much to charge, and how to treat patients. They are mandated to use expensive electronic medical records. The federally enacted HIPPA (Health Information Privacy and Portability Act) makes the communication between physicians and atients burdensome, inefficient,and expensive. Every physician is required by federal mandate to register with the government to obtain an NPI (national provider identifier.) We are required by federal law to obtain and pay for a license to prescribe medication through the DEA, which is separate from our state licensure.

This heavy hand of government not only oversees the largest federal health bureaucracy ever created, but by extension reaches into every state, every city, and every small town to regulate how every licensed physician practices the art of medicine and how citizens obtain care.

The treatment is also clear.

The prescription for a cure was written into our constitution by our founders. Article V of our constitution allows for the states to call for a convention of states to limit the power and jurisdiction of the federal government through the proposal of constitutional amendments. Physicians should be the strongest supporters of this brilliantly-crafted states’ rights tool placed into our constitution by our founders.

I urge my fellow American physicians to join with me in supporting an Article V Convention of States to take back control of the practice of medicine. It’s the only way that we can return the practice of medicine back to the intimate relationship between a doctor and patient without interference by the heavy hand of a distant, national government.
