WY State Senator Biteman introduces the Convention of States resolution

If you've ever wondered how the Convention of States Resolution gets proposed in a state legislature, wonder no more!

In 49 states so far, a state legislator has agreed to champion the Article V Convention of States Resolution. These patriotic legislators understand the power granted to them under Article V, and they agree to shepherd the Resolution through the legislative process. 

Other legislators usually join as co-sponsors, but one legislator accepts the responsibility of introducing the Resolution to the legislative body.

In Wyoming, that legislator was Senator Bo Biteman. Sen. Biteman rose to walk his colleagues through the Resolution and explain why he decided to sponsor it. 

"We are on the wrong track, and this thing is not going to fix itself. Hiding from this problem is only going to make it worse. We can't do this to our children. We cannot let this country continue on this course to ruin. Our federal government is currently overstepping its boundaries," he said. "In order to restore federalism to this country, I believe an Article V Convention of States is the way to go. We have to do something. We cannot just sit here and keep kicking this can down the road."

Almost everyone knows that our federal government is on a dangerous course. The unsustainable debt combined with crushing regulations on states and businesses is a recipe for disaster.

What is less known is that the Founders gave state legislatures the power to act as a final check on abuses of power by Washington, DC. Article V of the U.S. Constitution authorizes the state legislatures to call a convention to proposing needed amendments to the Constitution. This process does not require the consent of the federal government in Washington DC.

I support Convention of States; a national movement to call a convention under Article V of the United States Constitution, restricted to proposing amendments that will impose fiscal restraints on the federal government, limit its power and jurisdiction, and impose term limits on its officials and members of Congress.

I want our state to be one of the necessary 34 states to pass a resolution calling for this kind of an Article V convention.
