What happened to COS resolution HJ3 in the 2022 Virginia General Assembly Session?

Published in Blog on February 16, 2022 by Laurie Wheeler

February 15, 2022 has arrived - Crossover Day for the Virginia General Assembly where passed legislation crosses from the House to the Senate (and vice versa).

Unfortunately HJ3, Virginia's Convention of States resolution, merely sat in the the House Rules Committee.

Meanwhile scores of Virginians from across the Commonwealth left supportive HJ3 comments on the General Assembly website (which were removed on Crossover Day). Following are some of the savviest points that had been made at that site:

Congress limited the power of the President of the United States of America. Who has the power to limit Congress’s power? We the people do.-Chesterfield, Virginia

HJ3 benefits the Commonwealth of Virginia as a whole. -Richmond, Virginia

Congress is blindly spending money we don't have. -Roanoke, Virginia

We have watched our freedoms go down the drain for far too long. -Montgomery County, Virginia

Washington is out of control and we all see it. -Stafford, Virginia

Representing the people has become an afterthought. -Hampton, Virginia

Do it. -King George, Virginia

The federal government has gone insane. -York County, Virginia

The sooner HJ3 is passed the sooner we can fix the country and get our freedoms back. -Warrenton, Virginia

We have suffered for years with the Congress making backdoor deals, undermining our Constitution. -Warren, Virginia

Any legislator who doesn't support HJ3 should be voted out of office for not supporting the people. -Loudon County, Virginia

Limit Washington’s spending authority and intrusiveness into our lives. -Vienna, Virginia

HJ3 is the only way to reign in an out of control federal government. -King George, Virginia

Get the Commonwealth back on track! The US Constitution must be adhered to! -Blacksburg, Virginia

I support this bill. Freedom. -Isle of Wright, Virginia

A Convention of States is essential to maintaining our republic. -Virginia Beach, Virginia

I am sick and tired of our federal govt. overreaching their authority. -Scott County, Virginia

The Founders gave us this process for a time such as this: when our liberties were on the line and America was in desperate need of a course correction. -Fredericksburg, Virginia

The federal government no longer has the best interest of We the People. I am watching them tear this country apart. -Linden, Virginia

Today’s federal government is unmoored from the Constitution and is devouring our republic and its civil society. -Stafford, Virginia

HJ3 is the only solution big enough to handle all the problems our post-constitutional, run-away government has created. -Mechanicsville, Virginia

It is time for term limits. No one should EVER be in political office for a lifetime. -Clarke, Virginia

I, like many others, have seen a sluggish bloated federal government which is ambivalent at best, and downright hostile to the people at its worst.  -Rockingham, Virginia

Seventeen state legislatures have already passed this legislation to check a bloated, lawless federal government. -Louisa, Virginia

Certainly you all recognize the unsustainable debt our federal government has burdened us with. But worse is the government’s insatiable craving for more control over every aspect of our lives, our business, our conduct – in short, our Liberty. -Prince William County, Virginia

It's time that we, as Virginians, decide for ourselves to make decisions that personally affect us as Virginians. -Virginia Beach, Virginia

Congress is never going to impose term limits on itself. -Arlington, Virginia

Our children and grandchildren will not have a salvageable economic future unless you act now. -Lorton, Virginia

Virginia was prominent in shaping our nation. Let’s be part of that again. -Stafford, Virginia

The federal government, as created by the states, was never designed to be a power grab by wealthy elites. -Fairfax, Virginia

We cannot continue to survive as a nation if we keep going farther into debt. -Augusta, Virginia

A Convention of States will give us the opportunity to make amendments that will help make Congress function again. -Marshall, Virginia

The national debt is now over $30,000,000,000,000...and growing. Future generations deserve better! -Henrico, Virginia

Never before has it been more urgent to call for a Convention of States. -Norfolk, Virginia

This is the only way we can attempt to get out of the fiscal cliff. $30,000,000,000,000. -Fauquier County, Virginia

Please pass this. I don't even want to think about the alternative. -King George, Virginia

What will compel our state legislators to take action?

Our co-founder Michael Farris explains in this video how District Captain teams effectively persuade their state legislatures to call a Convention of States.

The goal is assign a District Captain to each legislative district in the lower house, of which Virginia has 100.

The District Captains then team up with 100 volunteers in their corresponding districts to influence their representatives.

100 x 100 = 10,000

Can you imagine the difference we'd make with a team like that? Wouldn't you like to be part of history? Virginia already has 71,000 supporters. Let's get connected!

Make a difference. Join our team!

Petition your state legislator

Almost everyone knows that our federal government is on a dangerous course. The unsustainable debt combined with crushing regulations on states and businesses is a recipe for disaster.

What is less known is that the Founders gave state legislatures the power to act as a final check on abuses of power by Washington, DC. Article V of the U.S. Constitution authorizes the state legislatures to call a convention to proposing needed amendments to the Constitution. This process does not require the consent of the federal government in Washington DC.

I support Convention of States; a national movement to call a convention under Article V of the United States Constitution, restricted to proposing amendments that will impose fiscal restraints on the federal government, limit its power and jurisdiction, and impose term limits on its officials and members of Congress.

I want our state to be one of the necessary 34 states to pass a resolution calling for this kind of an Article V convention. You can find a copy of the model resolution and the Article V Pocket Guide (which explains the process and answers many questions) here: https://conventionofstates.com/handbook_pdf

I ask that you support Convention of States and consider becoming a co-sponsor. Please respond to my request by informing the national COS team of your position, or sending them any questions you may have:
