What if we said that a 2011 budget law mandated deep spending cuts for federal agencies across the board?
You, like many Americans, would probably say, "Great! It's about time."
But that won't happen if President Trump and the Democrats have anything to say about it. They might not be able to agree on anything else, but they agree on this: the federal government should continue spending taxpayer money at unprecedented rates.

Treasury Secretary Steven Mnuchin said on Thursday that the administration has reached a deal with House Speaker Nancy Pelosi (D-Calif.) on top-line spending numbers for a two-year budget deal.
"The good news is we've reached an agreement between the administration, the House and the Senate on top-line numbers, for both year one and year two," Mnuchin said during an interview with CNBC's “Squawk Box."
Mnuchin's comment means they've worked out a deal on what the overall spending levels will be for defense and nondefense programs, which are used by lawmakers to write government funding bills.
Without such a deal, the government would be set for deep, across-the-board spending cuts in January under a 2011 budget law that would kick back into effect.
If it wasn't clear before, it is now: neither Republicans nor Democrats have the interest or the backbone to cut spending. Both parties just want to kick the can down the road, bankrupting future generations to avoid jeopardizing their seat in Congress or the Senate.
It's time for the American people to rise up and take control. An Article V Convention of States is called and controlled by the state legislatures and has the power to propose constitutional amendments that will force Congress to be fiscally responsible.
Tax cuts aren't enough. We need real, effective mandates that force D.C. to cut spending, and the only way to get them is with a Convention of States.
