In a representative republic, the legislative process often resembles the most complicated corn maze anyone can find this autumn.
Even a straightforward resolution like that proposing a limited-purpose Article V convention is subject to the twists and turns of sponsorship, committee hearings, public testimony scheduling, votes, and moving from one chamber to another.
The several states even have several labels for resolutions. They can be referred to as plain old resolutions, joint resolutions, assembly resolutions...one's head can spin.
It's just as easy to lose track of the progress of a resolution during the process, and often difficult for grassroots activists to describe it to someone who is just learning about Article V and our movement.
