South Carolina's COS story

Published in Blog on March 21, 2025 by Matt May

When you get down to it, South Carolina was first -- or at least Bill Taylor was first.

South Carolina state representative Bill Taylor, who represents District 86 in the Palmetto State, holds the distinction of being the first legislator in the United States to introduce the Convention of States resolution calling for a limited-purpose Article V convention.

He did so in 2013. The South Carolina legislature became the 19th state to call for a convention on March 27, 2022, when Taylor and his colleagues in the House of Representatives voted to pass the resolution.

What occurred in the years between introduction and passage is an inspirational tale of loyalty, dedication, and perseverance that you will want to know and take to heart, and it's the subject of the latest edition of "The Story of..."

Written and produced by COS national staff writer Jakob Fay, the next installment in this terrific series airs on March 29 at 8:00 p.m. ET and can be viewed here:

The South Carolina team and its legislative champions faced staunch opposition, but year after year they made their presence felt in Columbia during committee hearings, formed positive working relationships with their representatives, and spread the word about the necessity of Article V to their fellow South Carolinians. Their dedication got the job done.

"The Story of..." breaks it all down in entertaining fashion and provides a model for others to follow in order to get to 34 states and convention.

Tune in on March 29 at 8:00 p.m. ET to learn about the inspiring story of South Carolina.

Petition your state legislator

Almost everyone knows that our federal government is on a dangerous course. The unsustainable debt combined with crushing regulations on states and businesses is a recipe for disaster.

What is less known is that the Founders gave state legislatures the power to act as a final check on abuses of power by Washington, DC. Article V of the U.S. Constitution authorizes the state legislatures to call a convention to proposing needed amendments to the Constitution. This process does not require the consent of the federal government in Washington DC.

I support Convention of States; a national movement to call a convention under Article V of the United States Constitution, restricted to proposing amendments that will impose fiscal restraints on the federal government, limit its power and jurisdiction, and impose term limits on its officials and members of Congress.

I want our state to be one of the necessary 34 states to pass a resolution calling for this kind of an Article V convention. You can find a copy of the model resolution and the Article V Pocket Guide (which explains the process and answers many questions) here: https://conventionofstates.com/handbook_pdf

I ask that you support Convention of States and consider becoming a co-sponsor. Please respond to my request by informing the national COS team of your position, or sending them any questions you may have:
