"One of the things I learned from the years I spent in Washington is that Washington can't fix Washington," he said. "The fact that you have a president not complying [with the Supreme Court]? That's the whole point of the courts and the Congress and the checks and balances on the authoritarian president."
"The only way to constrain the lawlessness in Washington, D.C., is for the people to act through their state legislatures and put constitutional constraints on the power of the President," he said.
