Two new states, Idaho and Wyoming, filed Convention of States’ Article V applications this week, joining more than a dozen other states with active COS legislation this year. Moreover, Convention of States can now confirm that Idaho will host an Article V hearing tomorrow, February 14, in its Senate Judiciary and Rules Committee
“The Idaho team has been working very long hours preparing their volunteer activists for this time,” said Regional Director Deanna Becket, who serves the Wild West Region. “I am proud of the work they have done to practice and prioritize their testimonies. The prep has been done for the superbowl of COS Idaho. Now is gametime. And the team is ready.”
The Senate Committee is slated to cast their vote on the resolution at 3:30 p.m. Eastern Time on Wednesday.

Meanwhile, in Wyoming, the Convention of States application was filed this week with an impressive 11 co-sponsors. According to official state archives, “The Wyoming Legislature meets for approximately 20 days in even-numbered years for a Budget Session…. Budget Sessions convene at 10:00 a.m. on the second Monday in February. Bills other than budget bills require a two-thirds vote to be introduced in a Budget Session.” This limited session, while designed to ensure that legislators “stay in close contact with their constituents,” severely narrows the grassroots’ window of opportunity to pass the Article V application.
Deanna, who also oversees Wyoming, noted, “When the legislative leadership takes the lead on introducing the COS resolution in the 20 day budget session, we have to follow with enthusiasm. The Wyoming team has been growing steadily over the past year and has amazing leadership that will move the volunteers into action as we press quickly into this session.”
“The momentum is beginning as constituents continue to contact their state legislators,” she added.
These groundbreaking developments follow closely on the heels of last week’s committee hearings in Kansas, Ohio, Rhode Island, and South Dakota, plus subsequent committee victories in Kansas and Massachusetts.
