As Yogi Berra once said, “it’s like deja vu, all over again.”
By law the Congressional Budget is supposed to be completed and signed by October 1st, the start of the fiscal year.
It is also supposed to be a series of 12 appropriation bills, each of which address the needs of an individual department of government.
All of it should be properly scored by the CBO to assess the impact on the economy and the national debt.
But I guess this is just too complicated for our elected leaders.

Each year the process drags on and ‘emergency’ continuing resolutions must be introduced to avoid the ‘dreaded’ government shutdown.
Actually, a shutdown might be nice once in a while – more saving, less waste.
Meanwhile, the ‘can’ is kicked down the road until finally there is no time left.
A huge Omnibus (Ominous?) spending bill is created that rolls all the appropriations into one big mess and hides the stuff you aren’t supposed to see.
So what did Congress do in the days leading to Christmas?

The FY2023 version (4155+ pages with $1.7 Trillion) was dropped off in the middle of the night.
Congress had only a few hours to read it before their vote. (That is all by design.)
Of course you, the taxpayer, never get a chance to see it and comment on how you think the money should be spent. (That is all by design, too.)
The bill has more ‘pork’ than a Smithfield meat packing plant.
But don’t worry, those legislators who got a piece of the action ($16B in earmarks) were more than happy to pass it - sight unseen - and quickly get out of town.
Many voted by proxy, but that is another story.
To add insult to injury... when it came time to send the bill to President Biden for signature, they couldn’t meet the deadline.
The bill was not yet fully prepared, so Biden had to sign a continuing resolution just to keep the government running.
All of this was avoidable.
Also, did you notice the ‘bipartisan’ support for this monstrosity of overspending?
The Congressional deja vu has proven once again that many from both sides of the aisle like things just the way they are.

Congress won’t fix the system – ever!
Time for We the People to break the deja vu cycle.
An Article V Convention of States can and will impose the fiscal restraints on Congress to prepare both a timely and a balanced budget.
