What is the Convention of States?
Article V of the U.S. Constitution provides for TWO ways to amend the nation’s governing document. The most common way is for the U.S. Congress to propose amendments. However, George Mason and some of the other delegates to the 1778 Constitutional Convention in Philadelphia had the foresight to consider that a time might come when Congress would become indifferent or even hostile to the will of the People. So, they added a second method to amend the Constitution that more directly reflects the will of the People. This method allows two-thirds (34) of the legislatures of the several States to pass a Resolution that calls for a convention of all the States for the purpose of considering proposed amendments.
When two-thirds (34) of States pass the Resolution, Congress must set a time and place for a convention of all 50 States to suggest amendments to the Constitution within the framework of the Resolution. Any amendments coming out of the convention would then have to be ratified by three-fourths (38) of the State legislatures to become an Amendment.
The COS Resolution has already passed in 19 states and 9 states have passed it in one of their two chambers. 20 more states are expected to take up the Resolution in 2022. https://conventionofstates.com/states-that-have-passed-the-convention-of-states-article-v-application
