COS Resolution filed in Hawai'i

In encouraging bipartisan fashion, a resolution calling for an Article V convention to discuss and propose amendments to the U.S. Constitution that would limit the power and scope of the federal government has been introduced in the Hawai'i state legislature

Four Democrats and four Republicans -- joined by a Democratic co-sponsor -- have introduced House Concurrent Resolution (HCR) 54, which would activate Article V and compel the U.S. Congress to call a convention. 

HCR 54 was introduced on March 5 by representatives Corey Chun (D), Diamond Garcia (R), Darius Kila (D), Sam Satoru Kong (D), Trish La Chica (D), House minority leader Lauren Matsumoto (R), Elijah Pierick (R), and Gene Ward (R).

Rep. Jenna Takenouchi (D) co-sponsored the resolution. Rep. Pierick represented the state as a commissioner at the 2023 COS Simulation in Williamsburg, Virginia. 

The Hawai'i COS team -- led by state director Mark White -- has long been in the fight to restore self-governance and halt the overreach of an intrusive central government. This is the ninth consecutive year that the COS resolution has been filed in the state legislature. 

As Mark wrote in January:

"The Constitution's framers knew republics throughout history all collapsed because of the overreach of their centralized governments and the expanding autocracy, the tyranny of self-empowering legislatures that failed to represent their constituents."

COS Hawai'i is committed to continuing their noble and tireless efforts to engage with legislators and fellow citizens of all political stripes to educate them about the necessity of an Article V convention, and win support for HCR 54. 

That HCR 54 was introduced by Democrats and Republicans alike also demonstrates that more and more state legislators recognize that the federal government will not embark upon the necessary course correction to return to first principles.

Petition your state legislator

Almost everyone knows that our federal government is on a dangerous course. The unsustainable debt combined with crushing regulations on states and businesses is a recipe for disaster.

What is less known is that the Founders gave state legislatures the power to act as a final check on abuses of power by Washington, DC. Article V of the U.S. Constitution authorizes the state legislatures to call a convention to proposing needed amendments to the Constitution. This process does not require the consent of the federal government in Washington DC.

I support Convention of States; a national movement to call a convention under Article V of the United States Constitution, restricted to proposing amendments that will impose fiscal restraints on the federal government, limit its power and jurisdiction, and impose term limits on its officials and members of Congress.

I want our state to be one of the necessary 34 states to pass a resolution calling for this kind of an Article V convention.
