On April 6, Delegate Mark Fisher – a primary sponsor of the COS resolution – seized upon a golden opportunity to bypass the repeated failure of delegates to move the COS resolution out of committee.
During discussion about Senate Joint Resolution 1, which would state that the General Assembly believes that the Equal Rights Amendment (ERA) meets the Article V prerequisites for ratification, Del. Fisher offered a savvy amendment of his own.
His amendment would have included the COS resolution that calls for a limited-purpose Article V convention to discuss and propose amendments that limit the power and scope of the federal government.
While the House of Delegates voted against Del. Fisher’s amendment, his move illustrates the importance of not only being alert to opportunities to advance the argument, but actively engaging in the entire legislative process – including electing legislators like Fisher who will advocate for an Article V convention.
