Convention of States Announces New District Captain in Michigan's Upper Peninsula

Convention of States (COS) announced today that Bruce Rosen will become the newest District Captain for SD 38 and HD 108-110 (Iron Mountain).

In the midst of our federal government’s increasingly reckless foreign and domestic policies, citizens concerned for the future of their country are mobilizing to bring power back to the states and the people, where it belongs. 

Bruce Rosen is one of those citizens who will champion the effort as a District Captain. Mr. Rosen has been involved in the Iron Mountain community for years. As proprietor of The Form House Inc., a print shop and marketing service for independent banks and credit unions, Bruce assisted his clientele with financial documents for 40 years.

More than a businessman, Bruce also served on the Iron Mountain City Council for six and a half years, four of which he led the city as Mayor. During his time in office, he was a stalwart advocate for the community, securing funding for infrastructure projects while working to reduce Iron Mountain’s annual expenditures.

Mr. Rosen is a United States Air Force Veteran who served as a Crew Chief on a fighter jet known as the F-106 Delta Dart while stationed at K.I. Sawyer Air Force Base in Michigan’s Upper Peninsula. As a veteran he believes our Federal Government has “grown too large and has usurped the power of our states, and the federal deficit has become an issue that must be addressed in a responsible fashion.” He believes the Convention of States is a “legal and constructive way to change the direction of our great nation.”

As District Captain, he will act as point person in the area for new volunteers who wish to be proactive in raising grass roots support for Convention of States. He will also lead the district education effort related to Article V of the Constitution, and the Citizen’s role in COS. 

Mr. Rosen believes that “when you sit on the sidelines and complain, you have not changed anything. Convention of States has a platform that can bring our country back to a government that will ensure freedom of speech, religion, and opportunity, to each citizen regardless of their station. We must each contribute and work toward this end.”

What is the Convention of States?

Article V of the U.S. Constitution provides for two ways to amend the nation’s governing document. The most common way is for the U.S. Congress to propose amendments. However, George Mason and some of the other delegates to the 1778 Constitutional convention in Philadelphia recognized that a time might come when Congress might be hostile to the will of the People. So, they added a second method to amend the Constitution that more directly reflects the will of the People. This method allows two-thirds (34) of the legislatures of the several States to pass a Resolution which calls for a convention of all the States for the purpose of considering proposed amendments.

When two-thirds (34) of the states pass the Resolution, Congress must set a time and place for a convention of all 50 states to suggest amendments to the Constitution within the framework of the Resolution. Any amendments coming out of the convention would then have to be ratified by three-fourths (38) of the State legislatures to become an Amendment.

The legislature of the State of Michigan hereby applies to Congress, under the provisions of Article V of the Constitution of the United States, for the calling of a convention of the states, limited to proposing amendments to the Constitution of the United States that impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government and limit the terms of office for its officials and members of Congress.
 
The delegates to the convention will be selected by and serve at the will of each state’s legislature. They will be charged with only considering amendments within the framework of the Resolution which is specifically limited to the following three topics:

(1) fiscal restraint, (2) limiting the power and jurisdiction of the federal government, and (3) term limits for federal positions. The project has been designed this way to prevent the possibility of a “runaway convention.” This is speculation that has been insinuated by those who have a vested interest in the status quo in order to cause fear and confusion among the people.

Further assurance that the “runaway convention” cannot occur is the fact that all amendments that come out of the convention must then be ratified by three-fourths (38) of the state legislatures to become amendments to the Constitution. Neither the U.S. House, the Senate, Governors, nor even the President can block these amendments. It most directly represents the will of We the People because it is done by our elected State Representatives. Michigan State Representative Matt Hall of Marshall, MI, 63rd district, introduced the Article V Convention of States Resolution. The Resolution has 25 co-sponsors and requires 56 votes in the House and 20 votes in the State Senate to be passed.

As a Resolution, it does not have to be signed by Governor Whitmer and she cannot veto it.
