Comedy or Tragedy: Congress and the 2022 Fiscal Year Budget

Published in Blog on October 15, 2021 by William Siwek

The play is about to begin: the stage is set; the actors have memorized their lines; all we need now is for the lights to turn up and the curtain to rise.

Of course, we are talking about the comedy taking place in Congress as they pretend to debate the FY2022 budget.

Spoiler alert: it’s going to be a tragedy foisted upon our children, our grandchildren, and generations to come.

The budget outline (S.Con.Res.14) shows outrageous spending plans; revenue projections based on assumed GDP growth, curious accounting practices, and hefty tax increases, too.

Worst of all, the projected deficits will top $1T+ in each of the next ten years (FY2022 to FY2031). Thus, our public debt by 2031 will exceed $45T according to the plan- and that’s provided all goes well.

From the 93rd Congress (1973-1974) until now, wiser members of Congress have proposed many constitutional amendments to balance the budget.

They’ve tried 529 times, yet none of these attempts have succeeded. That’s because politicians with vested interests have always outnumbered them. Congress either can’t or won’t fix the problem.

This theater of the budget cannot continue. It’s time to take control of the process and force Congress to balance the budget. We can do this with an Article V Convention of States.

The Founders provided this tool so state legislatures could propose constitutional amendments that reflect the will of the people and restrain a runaway federal government.

When two-thirds of the states (34) pass a COS resolution, Congress must call the convention. Any proposed amendments that ensue require approval by three-fourths of the states (38) to become law.

By convention rules, COS proposed amendments are restricted to three topics; “limit the power and jurisdiction of the federal government, impose fiscal restraints, and place term limits on federal officials.”

A balanced budget amendment is clearly an appropriate item.

We need to reach out to our state legislators and educate them about the power they have to restore fiscal sanity.

Your part in this is pretty easy. When you sign the petition below, a copy is automatically sent to your state legislators. It lets them know you want them to call a Convention of States to restrain the federal government.

With your help, we can have Virginia join the 15 states that have already passed the resolution and move one step closer to changing history.

Almost everyone knows that our federal government is on a dangerous course. The unsustainable debt combined with crushing regulations on states and businesses is a recipe for disaster.

What is less known is that the Founders gave state legislatures the power to act as a final check on abuses of power by Washington, DC. Article V of the U.S. Constitution authorizes the state legislatures to call a convention to proposing needed amendments to the Constitution. This process does not require the consent of the federal government in Washington DC.

I support Convention of States; a national movement to call a convention under Article V of the United States Constitution, restricted to proposing amendments that will impose fiscal restraints on the federal government, limit its power and jurisdiction, and impose term limits on its officials and members of Congress.

I want our state to be one of the necessary 34 states to pass a resolution calling for this kind of an Article V convention. You can find a copy of the model resolution and the Article V Pocket Guide (which explains the process and answers many questions) here: https://conventionofstates.com/handbook_pdf

I ask that you support Convention of States and consider becoming a co-sponsor. Please respond to my request by informing the national COS team of your position, or sending them any questions you may have:
