"There's a fundamental misunderstanding of how the Article V process works and the limitations that do exist -- both in the Constitution and the history and practice in this country on how an Article V Convention of States can take place," Kelly said.
The first misunderstanding held by many state legislators relates to the intention of the Convention of States resolution.
"This piece of legislation is not about a particular policy position," Kelly explained. "This legislation is not about Republican or Democrat. This legislation is not about conservative or liberal. This resolution is about a much more fundamental question than 'what is our policy?' This resolution is about who decides what our policy should be."
