Washington, D.C. - Two weeks before Election Day, the Biden-Harris administration announced a new proposed rule expanding affordable contraception coverage under the Affordable Care Act.
“Today, the Biden-Harris Administration is proposing a rule that would significantly increase coverage of contraception without cost sharing for 52 million women of reproductive age with private health insurance,” the White House announced in a statement on Monday. The proposed rule would (1) “Expand coverage of over-the-counter contraception without cost sharing,” (2) “Make it easier to learn about coverage for OTC contraception,” and (3) “Strengthen coverage of prescribed contraception without cost sharing.”
The administration claims that this would be “the most significant expansion of contraception coverage under the Affordable Care Act” since 2012.
“Since Roe v. Wade was overturned more than two years ago, Republican elected officials have made clear they want to ban or restrict birth control, defund federal programs that help women access contraception, and repeal the Affordable Care Act,” said President Biden. “And Congressional Republicans have repeatedly blocked federal legislation to safeguard the fundamental right to birth control for women in every state. It’s unacceptable.”
“Today, my Administration is taking a major step to expand contraception coverage under the Affordable Care Act,” he continued. “This new action would help ensure that millions of women with private health insurance can access the no-cost contraception they need. Vice President Harris and I have worked tirelessly to protect and build on the Affordable Care Act. We lowered costs for Marketplace coverage by an average of $800 per year for millions of Americans, and more Americans than ever before have signed up for health insurance through the law.”
Multiple doctors have reported a massive surge in demand for emergency as well as permanent contraception post-Roe.
“When that decision [the Dobbs decision] was leaked, we saw a massive demand for emergency contraception,” reported one birth control company. “We saw a 300% increase in prescriptions being asked for and by our patients.”
Subsequently, the company added, “We saw a 10 [times] surge for prescription-only Ella [an emergency contraceptive pill], and even though demand has leveled out right now, what we’re starting to see is birth control requests are [three to four] times higher than usual.”
Permanent contraceptive methods, including tubal ligations and vasectomies, have also increased, according to data from the Boston University School of Public Health and JAMA Health Forum.
President Biden and other mainstream media outlets have claimed that women could lose access to contraception after the overturning of Roe.
“Vice President Harris and I are resolute in our commitment to expanding access to quality, affordable contraception,” Biden noted. “We believe that women in every state must have the freedom to make deeply personal health care decisions, including the right to decide if and when to start or grow their family. We will continue to fight to protect access to reproductive health care and call on Congress to restore reproductive freedom and safeguard the right to contraception once and for all.”
