Angeline (Angel) Payne is the District Captain in House District 64. In December of last year Angel, along with State Grass Roots Coordinator Tony Moore and other District Captains, began planning Town Hall meetings throughout the state. The purpose of the meetings was to bring the Convention of States to the local towns in Georgia to not only introduce knowledge but to stimulate enthusiasm and participation in the COS movement.

Angel has developed a 45-minute presentation that integrates community civics education into the COS Town Hall agenda. She teaches civics engagement along with the COS mission, position, and successes. This results in a very enthusiastic Q&A session afterward, and the guests really appreciate it. 

Angel also personally follows up with each guest within 24 hours of each meeting to keep them engaged.

Here’s an interview with Christopher Brown, a guest at the February Town Hall Meeting.

AP: What inspired you to come out to the town hall?

Christopher: First, thank you for hosting such a powerful event. I have been a long-time advocate of limiting the federal government and especially doing something different from what's been coming out of Washington DC.

AP: How did the information make you feel? 

Christopher: Afterwards, I felt more inspired to get involved and voice my thoughts and experiences on the issues that matter. Overall, witnessing young people being involved was excellent motivation personally.

AP: Did the information make you want to do more?

Christopher: I definitely gained more interest in the tutorials regarding blogging and engaging local elected officials. I appreciate a grassroots approach.

AP: What skills do you possess that you can lend to the Convention of States Grassroots action teams?

Christopher: I am not sure if I do have any tangible skills other than my willingness to be involved. I have work experience in banking and finance that could be an asset. I have volunteered on several political campaigns, and I eagerly enjoy sharing with others.

Branches of Government

The first three articles of the U.S. Constitution say the federal government must be divided between three separate branches. This organizational structure was developed to keep anyone or any level of government from becoming too powerful. 

The three branches of government are the Executive, Legislative, and Judicial Branches. Each branch is independent, has its own role and responsibilities (Separation of Powers), is monitored by another branch (Checks and Balances), and cannot seize the functions of another branch.  

The President is head of the Executive Branch, members of Congress make up the Legislative Branch, and the US Supreme Court makes up the Judicial Branch. The President and members of Congress are elected to their positions. Members of the Supreme Court are chosen by the President and approved by the Legislative Branch (Senate). 

Important decisions and laws are made by these branches of government. All citizens should exercise their civic duty and vote for the candidates who will best represent their interests and values at the Executive, Legislative, and Judicial branches.

Ann Hofstadter is an enthusiastic and energetic volunteer who lives in Ellijay, GA (the Georgia apple capital). She has been a COS volunteer since Aug. 2021.  Ann signed up to become a volunteer after hearing Mark Levin speak about COS and Article V on the radio and seeing all the negative events taking place in our nation.

Ann is an Events Coordinator and arranges Town Hall meetings. Her role includes coordinating schedules with others, assisting with setting up tables, distributing COS information, and telling visitors about the COS mission. David Parente and Don Russell, both District Captains in that area, have very much appreciated the hard work Ann has been doing to bring these events together.

Thirty people attended the Ellijay meeting in January, which gained new petition signers. Additional meetings are planned for late February and March that also includes Blue Ridge.

A Short Interview with Ann:

BH: What do you find rewarding about being a COS volunteer?
Ann: Talking to people who don’t know about COS, and are angry and frustrated about the events happening in this country, seeing people trying and eager to do something for their country, and spreading the word is very rewarding. 
BH: How has being a COS volunteer helped you to grow or challenge you?
Ann: I never felt I was doing enough. I felt powerless about my country. Being a COS volunteer makes me a better person because I can do something to stop the wrong that I see going on.
BH: What would you say to someone who is thinking about becoming a COS volunteer?
Ann: I would say, if you see things aren’t going right, then the thing to do is to become involved. Be active and vigilant, speak out, and fight against what’s wrong.

Physicians for COS

The diagnosis is clear.

We have a growing cancer today known as the Obamacare. As a result physicians are no longer free to practice medicine.

No profession feels the full force of the federal government more than physicians. The medical profession is the most highly regulated profession in the United States. The practice of medicine is controlled, taxed, and regulated to the point of being destroyed by the heavy hand of the federal government.

Physicians are told how to bill, how much to charge, and how to treat patients. They are mandated to use expensive electronic medical records. The federally enacted HIPPA (Health Information Privacy and Portability Act) makes the communication between physicians and atients burdensome, inefficient,and expensive. Every physician is required by federal mandate to register with the government to obtain an NPI (national provider identifier.) We are required by federal law to obtain and pay for a license to prescribe medication through the DEA, which is separate from our state licensure.

This heavy hand of government not only oversees the largest federal health bureaucracy ever created, but by extension reaches into every state, every city, and every small town to regulate how every licensed physician practices the art of medicine and how citizens obtain care.

The treatment is also clear.

The prescription for a cure was written into our constitution by our founders. Article V of our constitution allows for the states to call for a convention of states to limit the power and jurisdiction of the federal government through the proposal of constitutional amendments. Physicians should be the strongest supporters of this brilliantly-crafted states’ rights tool placed into our constitution by our founders.

I urge my fellow American physicians to join with me in supporting an Article V Convention of States to take back control of the practice of medicine. It’s the only way that we can return the practice of medicine back to the intimate relationship between a doctor and patient without interference by the heavy hand of a distant, national government.
