Who owns the US Constitution? Not Congress, not the entrenched political class, not lifetime politicians, lobbyists in Washington D.C. We the American people own the US Constitution through our State Legislatures.
The Constitution’s Article V confers several very special powers to its creator, the States, in particular to their State Legislatures. The only method of ratifying a Constitutional Amendment is through acceptance by the States – not Congress, not the President, and not the Courts.
The Constitution also gives another power, indeed a treasured privilege, to these State Legislatures and that is the power to draft and propose amendments independent of the US Congress.
If you really understand the political machinery in Washington, D.C., you will realize that Congress will not propose amendments curtailing its power, such as a balanced budget and certainly never term limits.
It is up to us in all 50 states to utilize Article V, calling for a Convention of States to rein in an out of control federal government.
Just examine the number of out-of-control federal programs in education, transportation, agriculture, healthcare, and how funds are given or withheld based upon compliant behavior at the State & local level. Where do you suppose the federal government got those funds in the first place? If a State legislator wants all decisions made in Washington, DC, then why even have a State Legislature?
