During a hearing in the Virginia state legislature earlier this year, former Senator and COS Senior Advisor Rick Santorum encouraged representatives to use Article V to bring government back to the people.
He explained that the states are supposed to be at the top of the food chain, but that role has shifted to federal bureaucrats acting like they're at the top.
"We've reached a point where it's time to step in," he declared. "I just encourage you to restore federalism, to return some of that power to the states."
