On Thursday, May 4, 2017, the Texas House passed the Convention of States resolution, SJR2, joining 10 other states at the time in calling for a Convention of States!
The preceding two months consisted of coordinated, relentless pressure from the amazing Convention of States Texas grassroots army. The final three weeks before passage, the best description of the relationship between the Texas House and the COS Texas grassroots would be an intense standoff.
The COS Texas grassroots army was accused of "disrupting House leadership." The army pleads guilty as charged!
On the afternoon of May 4, coming under intense pressure from the 80 co-authors of SJR2 in the House, pressure they applied because their constituents insisted they do so, the Texas House leadership relented, and SJR2 was passed.
The normally perfunctory process of reading House sponsor names into the record for Senate legislation was anything but on this afternoon.
