Thanks to District Captain, Michael Forbis for providing information necessary for 2024 testimony and for his hard work encouraging his district Representative Rose Pugliese to sponsor the COS Resolution this year.
We are at the most highlighted event of the year when it comes to the technical duties required in order for the States to trigger the protocols of Article V. Colorado State Representative Rose Pugliese has agreed to sponsor the Convention of States Article V Resolution for Colorado. The intent is for Colorado to be added to the other 19 states who have already completed the process.
What we do now as supporters is to put the pressure through presence by testifying in committee once the Resolution has been officially named and a committee hearing date and time has been set. This committee testimony will be a public event and it is the moment when Convention of States supporters have the opportunity to activate and participate. The term “We the People” doesn’t have any power or authority if it’s just a catch phrase. Its meaning has real power and authority under the United States Constitution only when the People of the United States trigger its power and authority through ACTION.
The question you may have now is how do you do it. You are no average person and your presence with us giving testimony is special and rare and has an effect on committee member’s temptation to roll their eyes and do whatever they want. It becomes more and more difficult to write us off if the committee room is overflowing with people willing to testify. It necessarily takes up their entire day, not just ours. Your presence is the key to making this happen.
There are three ways to testify:
- The most effective way is to show up on the day at the State Capitol in Denver during the hearing and give testimony. I did this last year and it’s pretty cut and dry. You sit in the room with other supporters on one side and objectors on the other. The hearing begins and one-by-one, citizens give a two minute testimony before the State Congress committee members.
- You can do the same as above except you testify on your computer online from home or wherever you are located. Testimony is still at the date and time of the committee hearing and you wait in line to testify.
- You can download written testimony and it will become part of the record.
You can also submit and download written testimony in addition to testifying online or testifying in person. Both will become part of the record.

Here is where we stand right now. We have a sponsor and she has initiated the Resolution. Now we wait for State Representative Rose Pugliese to introduce the Convention of States Resolution to Colorado House Speaker Representative Julie McCluskie. This is all formality that must follow protocol. We don't just wait, we write, prepare and practice our 2-minute testimony!
