Join us for an informational meeting in Hart to learn more about the non-partisan Convention of States Project and how it is leading the effort to return control of the government to “We the People.” The project began in 2013 and has millions of supporters across the country.

Agenda: Brief presentation followed by a question-and-answer session.

What is the Convention of States Project?

Article V of the U.S. Constitution provides for two ways to amend the nation’s governing document. The most common way is for the U.S. Congress to propose amendments. However, George Mason and some of the other delegates to the 1778 Constitutional convention in Philadelphia recognized that a time might come when Congress might be hostile to the will of the People. So, they added a second method to amend the Constitution that more directly reflects the will of the People. This method allows two-thirds (34) of the legislatures of the several States to pass a Resolution which calls for a convention of all the States for the purpose of considering proposed amendments.

When two-thirds (34) of the states pass the Resolution, Congress must set a time and place for a convention of all 50 states to suggest amendments to the Constitution within the framework of the Resolution. Any amendments coming out of the convention would then have to be ratified by three-fourths (38) of the State legislatures to become an Amendment.
