When asked about the failure, the Education Department blamed the Attorney General. The Attorney General was busy and couldn't be reached for comment. Now, lawmakers are writing new laws so the money can be spent.

Maybe those bureaucrats were vacationing on tropical islands or sipping champagne and nibbling caviar with donors and lobbyists. They should have been making sure that money got to their constituents' poor school districts.
And while the bureaucrats blame each other, We The People are left with almost no recourse.
Almost. The Convention of States seeks to hold government accountable by limiting the time they can stay in office. Too many have held office for too long and are too distracted to do their job.
Let's limit their time in office. Maybe we can find people who can actually serve the people rather than be served champagne and caviar on our dime.
