As an Iowa State Representative, US Congressman Zach Nunn explained how an Article V convention to propose amendments works:
"Specifically what House Joint Resolution 12 proposes to do is to convene a convention of [the] states, or to put it in our legislative terms here in Iowa, a subcommittee."
After Nunn's speech in 2017, the Iowa House successfully adopted the measure, but the Senate failed to vote on it before the end of session. We have another chance this year by passing HJR 11 in the House and SJR 2 in the Senate.
