Article 3 Section 2, paragraph 3 of US Constitution states, "The Trial of all Crimes, except in Cases if Impeachment, shall be by jury; and such Trial shall be held in the State where the said Crimes shall have been committed; but when not committed within any State, the Trial shall be at such Place or Places as the Congress may be Law have directed."
Article V states, "...or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments."
We not only have a history of interstate conventions that have set precedent, but also have court rulings, so it can not run away.
