LtCol Cowan believes the size of the federal government and the imbalance of power between the states and D.C. presents a threat to national security. Fortunately, an Article V Amending Convention can limit the federal government and restore that balance.

“The federal government today has grown completely out of control, far beyond the fence of limited government intended by our nation’s founders. The enormity of the federal government and the imbalance of power between the states and the federal government present a threat to our national security. The founders gave us a lawful and orderly process in Article V for the states to exercise the most powerful check on runaway federal power. For this reason, I support the Convention of States Project efforts to call an Article V convention to propose amendments that will limit the power and jurisdiction of the federal government.”
Bill Cowan is a FOX News Channel contributor and internationally acknowledged expert in the areas of terrorism, homeland security, intelligence and military special operations.
A retired Marine Corps officer, Cowan spent three-and-a-half years on combat assignments in Vietnam.
In the 1980s, he was specially selected to serve as one of the first members and as the only Marine in the Pentagon's most classified counter-terrorist unit, the Intelligence Support Activity (ISA), a unit that to this date remains under the tightest security.
While there, Cowan served as a senior military operations officer and field operative on covert missions to the Middle East, Europe and Latin America.
Following retirement from the Marine Corps in 1985, he served two years on the staff of U.S. Sen. Warren B. Rudman as a legislative assistant and as the senator's primary staff assistant during the Iran/Contra hearings.
From 1989 through 1994, Cowan was again involved in numerous operations in the Middle East in response to terrorist incidents and the holding of Western hostages in Beirut and Kuwait.
In 1990, on behalf of a major New York law firm and working with former CIA Director Bill Colby, he organized and successfully conducted a series of operations resulting in the repatriation of a number of Western hostages from Iraqi-occupied Kuwait.
Cowan was directly involved in every facet of the Beirut hostages drama, including international negotiations leading to their release in 1991. He subsequently organized and participated in a number of successful rescues of children kidnapped from the U.S. by foreign-born parents.
In addition to being a FOX News Channel contributor, Cowan has been an invited guest on CBS's 60 Minutes; CNN's Larry King Live and Crossfire; ABC's Prime Time and 20/20; PBS's Frontline; and BBC's Panorama. He is also the principal subject of a Discovery Channel segment about the Kuwait hostage rescue operation.
Cowan has published editorials in The Washington Post, and has been a contributing columnist to local newspapers in Virginia and California.
He is a co-founder of the WVC3 Group, a company providing homeland security services, support and technologies to government and commercial clients.
