Keeping their promise last year to the Convention of States Hawaii team, State Senator Gabbard and Representative Kong filed the COS application in Hawaii’s 31st Legislature.
On Friday, March 12, Primary Introducers Hawaii State Senator Mike Gabbard and Representative Sam Kong filed the Convention of States Resolution in their respective chambers for the sixth consecutive year along with 11 other sponsors.
The 13 legislators signing the Article V application included eight Democrats and for the first time, the full minority complement of five Republicans in Hawaii’s legislature. The concurrent resolutions resulting from Friday’s separate filings are available online for review as SCR112 and HCR108.

Due to the pandemic, the Hawaii Capitol has been closed to visitors since last March forcing several internal procedural changes. Among those was the change to a cumbersome co-sponsor signature collection process via email. Several legislators reported difficulty in signing onto bills and resolutions.
Many thanks go to the dedicated members of the COS Hawaii team who persistently called various legislative offices to encourage last minute sponsorship. Other volunteers have been working since late last year, persuading fellow district petition signers to send in handwritten postcards to Aloha State legislators.
