President Trump, Here’s the Amendment America Needs to Permanently Limit the Federal Bureaucracy

Published in Blog on January 30, 2025 by Diana Telles

Courtesy of Mark Levin and his book The Liberty Amendments*, there exists a prototypical amendment to permanently limit the federal bureaucracy, which essentially operates as a fourth branch of government.

While hundreds of Trump’s executive orders may have had their place in the annulment of the Biden administration, such actions do not permanently course-correct Washington DC and its misguided power and love-affair with big government. Enduring government reform requires the passage of a Constitutional amendment, an action not likely to originate in Congress.

The collective power of the states can accomplish this upon the agreement of 34 states to hold a state amending convention to propose amendments. In a state convention, amendments like Levin’s proposal to limit the federal bureaucracy can be debated by appointed delegates and then put forth for further consideration by state legislatures in accordance with the Article V process.

Ratified by 38 states per the process outlined in Article V of the US Constitution, an amendment to limit the federal bureaucracy can reorient the duties of the Legislative branch of the government. It would provide a review process for the elimination of dead weight, both in slothful government workers and unnecessary programs. The ultimate reduction in federal bureaucracy would discourage Congress from delegating to unelected bureaucrats the creation of laws and regulations that rightfully require Congressional action.

Promoting the attrition of dispensable federal agencies will also naturally reduce federal spending and will align with the intent of our Founders.

The passage of an amendment that limits the federal bureaucracy as Levin has outlined below would be a terrific victory for the citizens of the United States by ensuring the Congress not delegate its duties as outlined in the Constitution. This would protect The People from unconstitutional rules and regulation, not to mention make better use of their tax dollars.
