Article V is the constitutional safety valve that can return America to its constitutional foundations.
HOUSTON, TX, July 17, 2023—Convention of States Foundation is sponsoring a simulated Article V convention August 2 - 4, 2023, in Colonial Williamsburg, Virginia, where representatives of 49 states will act as commissioners to perform a test run of an Article V convention for proposing constitutional amendments. Convention of States Foundation hosted the first ever simulated Article V Convention in 2016. This second simulated Article V convention (for proposing amendments to the constitution) is to demonstrate to the nation that this process offers a meaningful solution to the dysfunction in Washington, D.C. With the public confidence in DC at an all-time low, the time is right for this to happen.
“Williamsburg Virginia was a key venue for the generation of the framers of our government,” explains Michael Farris, co-founder, Convention of States Foundation. “It was there that they learned how to launch and improve this noble experiment in self-government and human liberty. This is the need of our generation as well. We will demonstrate how we can legitimately use the tools of the Constitution to preserve our liberties from a runaway federal government.”
State delegations will focus their efforts on proposing amendments related to the subject matter of a model application drafted by respected constitutional scholars Michael Farris and Robert Natelson. It calls for constitutional amendments to “impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and set term limits for its officials and for Members of Congress.” Legislators will be advised by the Honorable Michael Farris, former Sen. Rick Santorum and grassroots leader Mark Meckler, among others.

Santorum, a senior adviser of the movement, said, "Fear of the unknown is all the opponents of a convention of states have. This simulation will demonstrate that there is nothing to fear except failing to call a convention to restore federalism and our freedoms.”
The Simulation allows the state delegations to test a set of model convention rules crafted by the world’s leading Article V scholars, Robert Natelson and Michael Farris.
In 1781, General George Washington convened the Continental Army in Williamsburg to prepare for the battle of Yorktown—the turning point in the American Revolution. Convention of States Foundation will mark a new turning point in the modern day fight for liberty 235 years later, by reminding modern-day Americans of the powerful tool the Founding Fathers gave us in Article V, and demonstrating how it works.
