THE DAY HAS ARRIVED NEW HAMPSHIRE! The Convention of States Article V Application HCR5 is scheduled for a public hearing before the HOUSE State-Federal Relations and Veterans Affairs on Wednesday, February 8th at 2:30 PM Room 206 in the Legislative Office Building (LOB) located at 33 N State St, Concord, NH. There are parking garages available in the area.
We Need You There! Let's have as many COS supporters at this hearing as possible to testify and/or show support for HCR5. Here is the plan:
#1. Call to Action Phase One: Preparing to Testify
Please let us know you are planning to attend by clicking this link to send us an email
- Arrive early at approximately 1:30 PM to sign in and make sure you can find a seat in room 206 of the LOB.If you are planning to testify, please bring 25 copies of your written testimony. Keep in mind, it is more effective to speak from the heart instead of reading your testimony. You can refer members to read your testimony which may include more information for them. You will only receive three minutes to testify, so keep it brief and to your point. See videos below to help you prepare to testify.
- When writing your testimony, place on the top of the page your support in favor of HCR5, your name, address, and then an introduction to the members of the committee. For example:
“Testimony in Support of HCR5 by Ken Quinn, address, and date”

#2. Call to Action Phase Two: Contacting the Committee Members Asking Them to Support and Pass HCR5
Look for an email in a few days asking you to contact the committee members to ask them to vote in favor of HCR5 and to pass it out of committee. We want to wait until we get closer to the hearing date to contact the members.
