Key test for COS-backed resolution comes Thursday in Virginia

A subcommittee of Virginia’s House Rules Committee on Tuesday voted House Joint Resolution (HJ) 49 forward to the full committee, which next meets at 8:30am on Thursday, February 8.

  • It is critical for Rules Committee members (see below) to hear from their constituents before Thursday morning.

  • COS supporters attending Thursday’s hearing will demonstrate grassroots support. Please show up if you can!  (6th Floor Speaker's Conference Room, Pocahontas Building, 900 East Main Street, Richmond, Virginia 23219).
If passed, HJ49 will remove a common objection to Convention of States proposals: uncertainty about how the General Assembly will choose, instruct, and manage those it selects to attend the convention.

When you ask your Delegate to support HJ49, here’s key points to make:

  • HJ49 only establishes commonsense rules and procedures for the General Assembly to apply when selecting its representatives to any interstate convention.

  • HJ49 is ideologically neutral and deserves bipartisan support. Voting YES on HJ49 does not signal support for a Convention of States, let alone any particular constitutional amendment. This is merely a legislative housekeeping measure.

  • Whether you think a Convention of States is a good idea or bad, when one is held Virginia’s voters need to be represented so they can help shape the outcome. HJ49 establishes a prudent mechanism for the General Assembly to select, instruct, and manage the voters' representatives.
