As the video below explains, George Mason noticed that in the original draft of the Constitution, only Congress could propose amendments. He argued that a tyrannical Congress would never propose amendments to limits its own power and urged his fellow drafters to allow the states to propose amendments as well.
The Framers passed his amendment unanimously.
