For the first time ever, Hawaii House sponsors for Convention of States have filed our resolution very early in the legislative session.
With an all-time high of 13 signatures, House Resoltuion 7 (HR7) and its companion House Concurrent Resolution 5 (HCR5) are now officially recorded as active in the 51-member chamber for 2018.
Taking early action in the year is vital to success for COS, because it allows time for the scheduling of committee hearings. Hawaii's Article V resolution hasn't been assigned to any committee, but the House Judiciary (JUD) and Finance (FIN) committees are likely to get the COS referral.
Signifcantly, there are more House members that signed on this year. Representatives Hashem, Ito, Mizuno, Tokioka, and Yamane join nine returning sponsors who want to rein in the power of the federal government and restore greater state sovereignty.
