Holding the first of many Article V convention of states meetings is a serious matter. It deserves serious discussion. These discussions should be rooted in history, facts and common sense. As people study the Article V process and the numerous safeguards of a convention of states meeting, most become supportive of our efforts. This week, I want to share an article from one such individual. John Malcolm is the Vice President of the Institute for Constitutional Government and also the Director and Senior Legal Fellow, Meese Center for Legal and Judicial Studies at the Heritage Foundation.
